When will non drivers with a licence be able to attend Races? Thanks

is the first race expected to be on the 18th of April or 25th and how do you sign on ? Do all visitors need a licence (non drivers)? thanks

Do most tracks have water facilities for filling containers ?

Do we need to re-register if we already registered for last year? If not how do we double check we did register ? Thanks
